Paula Quigley - Principal Health Adviser

Overview

Paula Quigley is the Principal Health Adviser at Health Partners International, based in South Africa and is responsible for providing technical leadership to support growth in HPI's expanding portfolio of work. Paula is a qualified medical doctor with over 22 years of international experience in medicine, programme design, management and implementation. Her areas of technical expertise include health systems management and development, maternal, newborn and child health, health policy and planning, public-private partnerships, quality management, family planning and reproductive health, capacity building, HIV/AIDS, and community health. She has worked extensively in decentralised and SWAp environments, promoting the inclusion of evidence-based interventions.



Background and Relevant Experience

Currently on the Global Fund Technical Review Panel for HIV/AIDS, Paula's most recent work as an independent consultant focused on the assessment of the achievements, needs and gaps in HIV Prevention in a range of Southern African countries for the EC and GTZ. In addition, she has provided technical assistance to GTZ in the review and expansion of a decentralised Capacity Building project for improved HIV and AIDS Control on behalf of the National AIDS Council of Mozambique, and to AusAID in the design of MNCH programmes in Eastern Africa.

Paula worked extensively in Asia for 19 years, and between July 2005 and October 2006, was the team leader for the European Commission Technical Assistance (ECTA) team on the Health and Family Welfare Sector Development Programme in India. She provided guidance and technical assistance to the Ministry of Health and Family Welfare and 15 State Governments, successfully integrating the main health sector reform initiatives, specifically in the areas of decentralisation, community participation, and public-private partnerships, into the National Rural Health Mission. Between December 2003 and June 2005, she worked with the Government of India and relevant Development Partners on strategic development of the national Reproductive and Child Health Programme from a vertical, project-type initiative to a sector-wide programme, and integration of ongoing EC support into the new programme. This involved inclusive planning and the rationalisation of resources using management capacity building and outcome-orientated approaches, as well as facilitating knowledge management and best practice.

Previously, she was Senior Technical Adviser to the National Institute of Public Health (NIPH) in Cambodia for the GTZ Health System Development Project between October 2000 and November 2003, providing technical assistance to the development of the National Health Strategic Plan and was a member of the MOH working group on Human Resources Development for policy formulation and follow-up of implementation.

Paula has worked in Angola, Botswana, Cambodia, Ethiopia, India, Ireland, Lesotho, Malawi, Mozambique, Nepal, South Africa, Sri Lanka, Swaziland, Tanzania, UK, and Vietnam for a variety of international donor organisations including DFID, UNICEF, GTZ, AusAid, USAID, World Bank, WHO, and the EC.
